Apology to the Little Old Ladies of Wright County Minnesota


As you recall, over a series of several articles in the past few months, I attempted to get property tax and budget information from my County of residence, Wright County in the State of Minnesota. I was motivated to research and analyze this information due to Moody's downgrading all municipal bonds as a class and my own personal taxes doubling in the course of 5 years. And then it was revealed to me that many older persons in the county had written the county indicating that they were literally being taxed out of their homes.

I did not anticipate how difficult obtaining budget information would be nor how evil and cunning those persons elected to represent the best interests of WE THE PEOPLE of Wright County would be. Further, I found that apparently our elected State officials deliberately wrote all the public information laws to make it difficult and expensive for Citizens to get what is suppose to be freely available public information. (More on that later)

As you will recall, it took more than a month for the County to produce some of the information I requested and then in an almost unusable format. The information for 2005 was in an old lotus format and the information for 2006 to present was in "locked" Excel format files. And by locked, I meant it was not possible to automatically add the columns to do quick analysis. I also asked for a explanation of a variety of other expenditures, and was not provided that information. In the instance of the "Hay" group they refused to tell me what those folks did and how much they were paid.

I began asking why the lowest beginning wage was more than 13 dollars per hour for the lowest skilled employees and why all employees got 35 days paid time off after there first year. (Yes, that is 7 weeks of paid time off after one year on the job)

And then, instead of admitting I was pointing out that savings could be realized by reducing the overly generous base salaries and giving exhorbident vacation time after a year, they accuse me of wanting to close the Sheriff's Department.  (My head starts hurting again while I write this from remembering the head games that these evil people play)

At some point, the Board of Commissioners would no longer let me speak at Weekly meetings.  And then I was threatened with arrest if I showed up and insisted on speaking.  When I recieved no assurance that I would not be arrested just to document the Board's refusal to allow me to speak, I sought a different avenue of recourse.

I contacted the State Auditors office who informed me that the legislature did not grant them any power of law to obtain nor review financial records of any lesser municipal entity in the state of Minnesota.  They suggest I contact IPAD - Informational Policy Analysis Division.  IPAD also informed me that they had no power under the law to force any state or municipal level of government to produce any records, including records which were specifically supposed to be a matter of public record. IPAD said they could provide me a legal opinion that the County of Wright should release the records I requested, but they could not force them to give me the records even though they were plainly public domain.

The long and the short of this is that our state and federal elected officials have given us a number of laws that appear intended to make our government more "open": and "transparent". But the reality is that the actual legislation is written to make it difficult for citizens to get information that our government does not want any of us to have.

In the end I was told that I would have to retain an attorney and sue the county with my own money to get the information that they acknowledged was public record.  This would seem to be the appropriate time to invoke the following quote:

But, I am just going to do a logical end run around the financial and process barriers that the County (and apparently our state legislators) put in place to keep thier wrong doings from being made public.
By their duplicity and resistance in preventing me from having the information I requested, do you have any doubt that a massive financial coverup is underway in Wright County Minnesota.  What kind of special stupid do they think we are.

And while all this was transpiring I gleaned this information from an article in the Minneapolis Star and Tribune - "Older Women are Struggling in this State"

"The average older woman in Minnesota falls short of economic adequacy -- a bare-bones budget -- by $7,587 every year. The new research provides many useful insights, such as the awareness that housing costs comprise the greatest financial challenge for an elder in good health."

Which brings me to the apology... Ladies and fellow Wright County Citizens,....

Don Mashak Blog - Wright County MN Massive Financial Cover up Continues 2

Tyranny - Because, Do you really expect me to trust you to rule yourselves?When I first started investigating this issue, I had no idea how difficult it would be. This has taken an enormous amount of time and patience. You would not know this was America.

Was all the information we learned in High School Civics about "Public Servants", "Open Government " and "Sovereign Citizens" just Propaganda? I can remember growing up and feeling sorry for people in repressive communist and dictatorial regimes. I can remember thinking how difficult it must be for those tyrannical leaders to keep their citizens from learning the truth. Were we all, in fact, duped by our own American Government Propaganda?

Read the following email I have written to my elected officials and decide for yourself. I will update you as to the response, if any.

Senator Limmer Met with Minnesota Citizens Seeking Judicial Reform and Accountability

Senator Warren Limmer"Demonstrating his commitment and loyalty to his Constituents and all Minnesota Citizens, Senator Warren Limmer (R) MN District 32, met this past Friday with 3 Minnesota Citizens representing a coalition of individuals and groups concerned with the need for reform and accountability of the Minnesota Judiciary. Some of these persons were involved in last years failed effort to get MN HR 1632 Judicial Reform and Accountability heard in the House sponsored by Representative Dan Severson (R) 14A. Senator Limmer listened to concerns voiced to him by Tim Kinley, Don Mashak and Greg Wersal (in no particular order).

Initially Senator Limmer expressed concern that this coalition was firmly entrenched on particular remedies and a courses of action. Having been erroneously been informed that a proverbial line had been drawn in the sand, Senator Limmer seemed to warm to the cause when we expressed a willingness to listen to advice and a desire to forge a working relationship.

The meeting became an exchange of ideas and concerns once Senator Limmer realized that we were a reasonable group of Minnesota Citizens, trying to work within the system to address our concerns. We discussed varous conflicts of interests, the lack of accountability and the dynamics of the current Minnesota Judicial infrastructure that lent themselves to the abuse of power and the use of political pressure to improperly influence the outcomes Judicial Proceedings.

We informed Senator Limmer that HR 1632 was heavily influenced by the Ad hoc Committee hearing held last year by Representative Severson. We informed Senator Limmer that the evidence gathered from those ad hoc Committee hearing demonstrated that the corruption of the Minnesota Judiciary had risen to an unacceptable level. But, instead of rehashing HR 1632, we made a few major suggestions to address some of these issues.... "

New legislation would protect Net Neutrality once and for all !

WASHINGTON -- Today, Reps. Edward Markey (D-Mass.) and Anna Eshoo (D-Calif.) introduced the Internet Freedom Preservation Act of 2009 (H.R. 3458). This landmark legislation would protect Network Neutrality under the Communications Act, safeguarding the future of the open Internet and protecting Internet users from discrimination online.

Ben Scott, policy director of Free Press, made the following statement:

"The future of the Internet as we know it depends on maintaining freedom and openness online. This crucial legislation will help to ensure that the public -- not big phone and cable companies -- controls the fate of the Internet."

"The rules that govern the Internet must protect economic innovation, democratic participation and free speech online. If we don’t make Net Neutrality the law once and for all, we could see the innovation and promise of the Internet derailed forever."

"An army of lobbyists has been unleashed by the phone and cable companies to kill Net Neutrality so they can become the Internet’s gatekeepers. But the momentum is shifting in the public’s favor.

Finally we have some movement in the right direction. Earlier this year it appeared that the 2 biggest net neutrality backers, Obama and Hillary Clinton, were backing aware from net neutrality in exchange for "consideration" from major media.See [SOI SAVE OUR INTERNET! - Democrats Letting Net Neutrality Die? ]

This inspired me to write [Notice to US Supreme Court in re: The Internet, Public Access TV & 1st Amendment Rights ]

The question is if loyalty to Constituents will trump the massive bribes that the increasingly inconsequential major media will pay to get back in the game. Yes, that is right, rather trying to get market share back by covering the topics that are being covered on the internet, major media would rather buy control of the internet to suppress free speech? Ironic, isn't it. Instead of profiting from a win-win relationship with US Citizens, Major Media would rather subvert the free flow of information.

Don Mashak's Blog - Consent of Governed - Obama, Gates, the FBI and the Minneapolis Gang Strike Force

Twin Cites Minnesota Residents were exposed to two different prominent criticisms of law enforcement in the USA in the past 10 days. On the one hand, we have President Obama,who admitted to not having all the facts in the matter of Harvard Professor William Gates. He then referred to the police officers involved in the Professor Harvey Gates Incident as having “acted stupidly” On the other hand, we have the (for now) alleged deplorable corruption of the Metro Gang Strike Force.

If you missed the Metro Gang Strike Force sad fiasco, check out John Tevlin’s biting but patriotic article, “Arrogant gang of a different color should be kept away” at Minneapolis Tribune . Massachusetts residents were also exposed to two different prominent criticisms of law enforcement over a similar time period. The first being the previously mentioned Professor Harvey Gates incident. The Second being Federal Judge William Young’s criticism of the FBI in the Bulger-Flemmi murder case. “US District Judge William G. Young said today during closing arguments in the non-jury trial that "I'm prepared to find there's a massive and widespread coverup going on here.'' It is “alleged that the FBI did nothing to stop the murders of Louis Litif, a bartender and bookmaker; Deborah Hussey, the daughter of a woman who was in a long-time relationship with convicted gangster Stephen "The Rifleman" Flemmi; and Debra Davis, Flemmi's one-time girlfriend.” [Source Brian Ballou, Boston Globe]

On the Professor Harvey Gates issue, I want to step in to defend law enforcement. On the matters of the Metro Gang Strike Force and the FBI’s mishandling of the Bulger-Flimmi murder case, I want to take law enforcement to task. All you officers listening, regardless of color, let me tell you what you already know – “It would be far more easy to defend you on the Gates matter, without the Strike Force and Bulger-Flemmi Issues compromising my and the Nation’s perception of your overall reputation”. Call to Government Action - Buyer Title & Trade-in Payoff Issues caused by closed Car Dealerships

"In this terrible economy and age of abandoned ethics and economic betrayal on a Grand Scale (Petters / Madoff / Enron / Federal Reserve Bank), many honest, hardworking Citizens have been injured with no real legal redress left to make them whole.

However, there is a class of innocent victims that could quickly be made whole if the Minnesota Judiciary temporarily implemented a streamlined process to correct the titling and licensing problems resulting from insolvent or closed Car Dealerships. (Some victims have indicated that attorneys have told them it would run them from 500 to 3000 dollars in court filing and legal fees to fix their title problems.) And another class of innocent victims could be relieved using stimulus money which, at the same time, would protect our local banks...These Minnesota Citizens and Voters should not be punished for making purchases in these difficult economic times, especially when the Government was pleading for citizens to make purchases to stimulate the economy.Please find following a letter I have written to my Minnesota Governor and Supreme Court Chief Justice.I think this letter expresses the issue in terms everyone can understand (And can be a template for other Citizens to use to write their elected officials on this and any other issues they have on their minds.)

I have not heard from either the Minnesota Governor nor the Minnesota Supreme Court Chief Judge as I go to Publish this story."

Obama sets WH immigration reform meeting June 8, 2009 NO AMNESTY

The following is my reply to a comment made on my article posted on NowPublic. After reading this post, I hope you feel compelled to visit the original article and comment. A majority of people on NowPublic seem to be of opinion that we should just open the boarders to illegals. It has been a very lively and generally civil debate. This is my response to someone I percieve to be pro Amnesty open immigration....

I guess I cannot even understand what thought process goes into saying you are tired of my differentiating legal citizens such as myself with illegal immigrants. Where does this thought premise come from ? Does it come from "not keeping score" in team sports so nobody has hurt feelings? Does it come from public schools sheltering you from the thoughts of winner and loser? I just don't understand your entire internal thought process to make the arguments you have here. I am not making fun of you, I just cannot grasp how you do not incorporate reality into all of your feel good, happy happy joy joy sentiments.

Everything in life is not warm fuzzies. Life is not fair. Resources are limited.

However you believe this world came into existence; there is one unchangeable universal truth, there are limited resources facing potentially unlimited human demand. Because of this, some system of dividing up those limited resources must be devised or chaos will be the result. Most likely, might will make right.

I wish this was not true. I wish that everyone could have everything they wanted, but that one universal truth of limited resources gets in the way... But it does not make me a bad person to propose policies that address this unchangeable reality.

All you folks with the big hearts filled with warm fuzzies seem to want to let everyone in, and just don't want to acknowledge reality of what will come next. Our sewage systems capacity will be exceeded, the USA will become over crowded, our land will become fouled and our resources will be exhausted much sooner.You seem to want to find fault in myself and others, who can anticipate the next move in the chess game of life, and prefer to address it before it happens rather than after.

I have posted the analogy elsewhere in these comments, but I guess I have to post again. Using your logic that it is unfair for me to differentiate between legal and illegal, and that we are all decent human beings entitled to freedom, How do you feel about me coming to your house, breaking in and taking your computer, ipod, car and food in your refrigerator? How dare you differentiate you from me by saying you bought and and paid for that stuff and I am just taking it. How dare you say, that was all that you had, and it is not fair because you now have none of those items left. Further, using your argument, I am not a bad person for taking yourself without your permission, it is the government's fault for not having enough police to catch me. Or it is your fault for not having a stronger door. Is that the Freedom you are trying to tell me the Founding Fathers were fighting for? Do you see the point I am raising ? This concept that applies on the micro level also applies to the macro level.

If those feelings you are feeling about me breaking into your house and taking what I want are valid when you feel them on that personal level, then it is equally valid for a group, in this case, the Citizens of United States to have those same valid feelings when someone breaks into our Country. In your version of the macro situation, our country has more than enough for everybody so anybody is justified to break into our country and take what they want. And i counter with, then it is equally valid for me to break into your house because you have more than I have and I am entitled to break in and take what I feel I want to balance the distribution of resources. Checkmate.

And if that micro situation of your home does not drive home the point, how about an even bigger macro example. If aliens from outer-space show up and just start settling all over the entire world without permission, tell me what your true feelings of me and mine, yours and ours and them and theirs becomes? Is your first thought that it is not right that they come to our world and start settling without our permission; that it just is not right? And the fault will be ours, because we didn't invent and install some giant force field for keeping the outer worldly invaders out, right?

I don't work 40 hours a week I work 60-80 hours per week, and I don't work for someone else, I work for my own company. I don't blame immigrants for any of my problems. So your assumptions and assertions are misplaced in that regard.

Believe me, I know how good Americans have had it in the past. But now the rest of the world has come to covet what we and our ancestors have built and according to you, that is not fair and the rest of the world should be free to come here and take what they want....

Can you now tell me how the reform you propose will address the reality of limited resources facing unlimited human demand?

Please read the book: "Collapse: How Societies choose to fail or Succeed".

Then post an response that answers the issues your proposed unlimited unregulated immigration would cause.


I hope you feel compelled to visit the original article and comment. Please keep a civil tone, as my intent is to create constructive dialogue and consensus.

USA: Minnesota Auto Mogul Hecker HQ Raided for Possible Fraud

The Minnesota State Patrol raided Denny Hecker Automotive Group headquarters in St. Louis Park, along with two car dealerships and three of Denny Hecker’s homes, on Wednesday morning.

Government agents arrived at 9 a.m. at the company headquarters to execute a search warrant, according to Hecker’s criminal lawyer, Marsh Halberg.....

...Skoogman said that consumers have told the state that Hecker Automotive failed to pay off lender liens on trade-in vehicles and failed to turn over sales tax paid by consumers on vehicle sales.

Both allegations are felony crimes for which Hecker Automotive will be prosecuted in Minnesota District Court if a criminal complaint is filed.

Denny Hecker has been an Automotive Car Dealership Mogul in the Minnesota for more than a decade. Now, in these trying times, his empire is collapsing in the most ugly way.

The unpaid sales tax and unpaid trade in liens, are a symptom of human nature. Robbing Peter to pay Paul. I have seen it happen before. A car dealership runs into hard times financially. They don't know how long the down turn will last. They take funds that should go to one set of expenses and apply them to something more pressing like payroll, insurance, the title transfer that should have already been done before the latest one, the lien on a previous trade in that should have already have been paid and before you know it, all hope of continuing business is financially impossible and it all collapses leaving many Pauls empty handed because Peter got paid.


I am not excusing the situation. I can just understand how a person gets into this position of not intending to break the law or hurt anybody.


How many times before when there was a cash flow problem did Denny Hecker, or any other car dealer, put off transferring titles or paying of liens on trade-ins so they could make payroll. How many times did this Cash management scheme work, allow the dealer to hold on for a better day or the next sale, that kept him in business.

I don't know if Denny Hecker intended for this to happen, or it snuck up on him. I don't know if Denny Hecker at some point in time knew it was all over, and pulled money out for himself.


The point of the matter is we should wait before we pass judgment.

The point of the matter is Denny Hecker should make those innocent consumers whole. The state should make repaying the liens on transfers and completing title transfers a priority over collecting sales tax. The State has far more leverage over Mr. Hecker in recovering its collected but unpaid sales tax, than any common consumer does in forcing Mr. Hecker to pay off their trade in liens and/or transfer titles for vehicles that have already been sold. The financial impact on a family being put back under the yoke of a debt they thought they had taken care of upon trade in, may be the straw that breaks the financial back of many more already struggling Minnesota families.


Capitalism is messy. It has been reported that several Hecker homes and properties have been seized through foreclosure. It is rumored that a private jet has recently been recovered. Some of his children and grandchildren have withdrawn from prestigious private schools. So those who were injured and wanted some portion of a pound of justice and those person who simply feel better at the realization of Shadenfreude, should now feel fulfilled.


But, at least no taxpayer money was used for a bailout.

Don Mashak's Challenge To All USA Political Parties

THIS IS DON MASHAK'S CHALLENGE TO ALL USA POLITICAL PARTIES TO ADOPT PLATFORM PLANKS AND TAKE POSITIONS ON POLITICAL ISSUES CONSISTENT WITH THE CONSTITUTIONAL CONCEPTS OF LIFE LIBERTY AND THE PURSUIT OF HAPPINESS AS IT APPLIES TO AVERAGE CITIZENS. Don Mashak believes there are a few basic core beliefs that should be adopted for the platform of any USA Political Party. Libertarian, Democrat, Republican, Communist, Green - What ever they call themselves, there seems to be a few fundamental Party Platform Planks and Political Positions they should be able to agree upon. These will be published as proposed Political Party Planks and Philosophical Beliefs that any Political Party devoted to the welfare, general public good and the principals of life, liberty and pursuit of happiness should endorse if they have the best interests of the General Public in mind. It seems to Don Mashak, the Cynical Patriot, that the mess we find ourselves here in 2009, results from a moral and ethical bankruptcy that none of the political parties had the forsight or constitution to address. In this next election, the average US Voter will be much more attuned to the arrogance of the current government establishment. The average US Citizens has more than 2 Trillion Reasons to be concerned... 700B bank bailouts with no accounting of the funds, AIG, the Automobile Industry and an unfunded 2 Trillion Dollar stimulus package have Americans restless.
